CCM-BRIDGE project

To support the activities of the European project BRIDGE Health at national level, the Italian Ministry of Health (Center for Disease Control, CCM) has also launched the CCM-BRIDGE project “Creation and development of the Italian network to support the European project BRIDGE Health aimed to support structuring and sustainability of the European activities in health information (HI)”. The project was led and coordinated by the National Institute of Health.

 

The aim of the project was to verify and improve the availability of health information to organize and develop an integrated, sustainable and standardized National Health Information System (HI) to serve both as the Italian hub for a future European infrastructure and as a source of data, tools and methods for health research. The objectives of the CCM-BRIDGE project included the strengthening of the activities of the European Project BRIDGE Health and in particular:

  • to ensure the portability at national level
  • to improve the quality and the use of disease frequency and health care performance indicators, throughout common procedures based on standardized methods of collection and processing of routine data to build up complex indicators
  • to ensure the improvement of quality through the validation of health indicators
  • to define the priorities and address ethical and legal issues associated with the collection and use of health data, following the recommendations and the developments of BRIDGE Health project

to develop an integrated and sustainable system of HI, as a proposal of national infrastructure.

The main activities of the project were carried out by four working groups and involved:

  • the establishment of a network of HI experts
  • the verification of health data sources
  • the updating of ECHI short list indicators for Italy
  • the identification of information gaps due to problems in transmitting and communicating Italian data to international organizations
  • the identification of regulatory and ethical constraints on ethics and privacy, related to access, use and integration of health data through a proposal aimed at a sustainable organization and governance of the system
  • the implementation of a pilot project to interconnect and integrate current health and administrative data with data from longitudinal epidemiological studies carried out at the Istituto Superiore di Sanità (National Health Institute).

All the activities were carried on organizing experts in 4 Working Groups:

  • WG 1: ECHI indicators
  • WGs 2: Data communication, transmission and dissemination
  • WGs 3: Governance
  • WGs 4: Data Interconnection

The four Working Groups (WP) contributed to the drafting of a Final Report “CCM-BRIDGE Project report” summarizing activities and main achievements of the project. The four Working Groups encouraged and supported the field work group of experts and collaborated in the delivery of the Manual of operations “Platform for population based registries” of the WP8, Task 1 (pdf 1,6 Mb); due to their experience they collaborate also in the delivery of the Report “Guidelines for training personnel involved in population based registries”, of the WP8, Task 1 (pdf 872 kb).

 

Materials

Final joint meeting of the experts’ networks of BRIDGE Health and CCM-BRIDGE projects was held in in 2017 on September the 14th at the Istituto Superiore di Sanità (Rome, Italy):
